Utah State Correctional Facility

Utah Division of Facilities Construction and Management / Salt Lake City, Utah

As the largest state-owned building construction project in Utah history, our team provided electrical engineering for the $1.05 billion Utah State Correctional Facility—a new high-security prison and correctional complex that replaced the former Utah State Prison site in Draper, Utah.

The state developed the new complex on a 280-acre site in northwest Salt Lake City. The extensive project comprises 37 buildings with a combined 1.35 million SF of operational space.

Our team provided electrical engineering to power the site, as well as the interiors and exteriors of all buildings. Key power components included the design of a 138kV redundant substation, a 12.5kV underground distribution system, a SCADA system, a 12.5kV emergency generator system integrated with the in-campus distribution system, a fault current study, an arc flash study, and a coordination study.

Electrical engineering services for the entire project also included developing master electrical specifications; developing electrical and lighting design standards; coordinating bid documents for electrical systems separate from the buildings, i.e. Uninterrupted Power Systems (UPS), fire alarm, and lighting controls; and being an integral member of the architectural design team to address and resolve electrical design and site challenges professionally.

With a capacity for up to 3,600 inmates, the facility's design goals included state-of-the-art security and a significantly improved environment and opportunities for both correctional staff and inmates, reflecting the state’s 2015 Justice Reinvestment Initiative.

Spectrum Engineers and Envision Engineering completed this project before the merger.
